Navigating Increasing Unemployment Expenses in Iowa

As part of its annual review of UI wages, the Iowa Workforce Development (IWD) announced updates to both the weekly benefit amounts and taxable wage base, which will impact nonprofits across the state. Understanding these changes and their implications can help organizations plan and budget more effectively.

Effective July 7, 2024

Maximum Weekly Benefit Amounts:

  • The maximum weekly benefit amount will increase to $602, up from the previous $582.
  • For claimants with the maximum of four dependents, the benefit will rise to $739, an increase from $714.

Minimum Weekly Benefit Amounts:

  • The minimum weekly benefit amounts will now range from $90 to $108.

These changes reflect IWD’s commitment to adjusting benefits to better meet the needs of unemployed workers while considering economic conditions and the cost of living.

For Calendar Year 2025

Taxable Wage Base:

  • The taxable wage base will increase to $39,500, representing a 3.4% rise from $38,200 in 2024.

This increase in the taxable wage base means that employers, including nonprofits, will be liable for unemployment insurance taxes on a higher amount of each employee’s earnings.

What This Means for Nonprofits

Nonprofits in Iowa need to prepare for these updates by adjusting their budgets and financial plans. The increase in maximum and minimum weekly benefits may lead to higher unemployment claims costs. Additionally, the increase in the taxable wage base will affect the amount of unemployment taxes due.

Steps to Take

  1. Review and Adjust Budgets: Assess the financial impact of the increased benefit amounts and taxable wage base. Plan for potential increases in unemployment costs.
  2. Educate Your Team: Ensure that your HR and financial teams are aware of these changes and understand how they will affect your organization.
  3. Stay Informed: Keep up to date with any further announcements from the Iowa Workforce Development to ensure your organization remains compliant.
  4. Consider Unemployment Insurance Alternatives: Explore options like joining the 501(c) Agencies Trust to manage your unemployment claims and costs more effectively.

Conclusion

As Iowa’s unemployment tax rates remain stable with an increased taxable wage base, 501(c)(3) nonprofits must strategically explore options to manage these costs effectively. The reimbursement method offers a potential for savings and greater control over unemployment expenses. However, careful consideration of each organization’s specific financial and operational needs is crucial, ideally in consultation with a financial advisor. With thoughtful planning, Iowa’s nonprofits can adeptly navigate these changes, ensuring they remain financially healthy and mission-focused.
